The Russian Ministry of Construction provided information on submitting project documentation electronically for state expert review of construction work.
The Ministry’s letter states:
- Order No. 30/pr of 23 January 2025 amended the Cost Estimation Methodology approved by Ministry of Construction Order No. 421/pr of 4 August 2020.
- For state expert review of project documentation and engineering survey results, and for verification of cost estimates for construction, reconstruction and major repairs of capital construction projects, electronic documents must be submitted as XML files using the schemas published on the Ministry’s website.
- At the time of the original report, the website contained the XML schema titled “Results of Market Analysis”, published on 18 July 2024. Until an updated schema reflecting the revised Methodology took effect, the Ministry recommended using the existing XML schema for state expert review and cost-estimate verification.
